In Out of Africa, the author describes her servants' reactions when an airplane landed near the farm. And she states

And this seems pretty true when you apply it to American black people. Black people walk slowly, they often show up late, and they generally seem not to be too concerned with getting anywhere fast. There aren't many black stock-car racers, for example. However, black people don't mind noise at all...black people love noise.

White people, on the other hand, far from disliking speed, embrace it. They are always very concerned with doing things quickly and efficiently, getting from point A to point B in as little time as possible, getting that project done before 9 a.m., making that traffic light. And white people, as a general rule, hate noise: they certainly don't embrace it.

I wonder about Asians, though? I don't think they love noise. And they certainly don't love speed, if their driving is any indication, although I do usually find that Asians are punctual. And I think they love efficiency.

there's no question that black folk can, in a race environment, move much faster than other folk, But my claim is that outside of a race environment, black people tend to be slower than other races, i.e. when they're just going about their lives, they're often holding up crackers on sidewalks, in hallways, etc.

these statements are not racist...,they are simply disagreements between two different cultures

furthermore, the actions they address are basically neural.

If I'd said something like "Blacks and Latinos commit way more violent crimes, per capita, than whites." or
"Black and Latino children are almost singlehandledly responsible for the US 's educational crisis, since if we remove their scores and consider only those scores of the whites, America's scores shoot up into the top tier"
if you said one of these things, you'd be racist (not that either is true or logical).

but a like/dislike for speed/noise? that's not racist, that's just part of a race's national character.

But I'm not proclaiming a universal truth here...I'm just remarking on a general trend. Black people make more than their fair share of noise. Of course, I have no evidence for this judgment except anecdotal evidence: but my own anecdotal evidence is pretty convincing (to me, anyway.) When I walk past the black hang-out spot on campus, there's always an increase in the local volume. At the World Cup Final in South Africa, a lot of fans brought vuvuzelas (noise-making horns) and blew them at games; fans had never brought noise-makers in force to a World Cup before. Black people seem (to me) more inclined view noise, in general, as a neutral or even positive thing, whereas most white people seem to find it abrasive. And black people show, on the whole, an aversion to hurrying: when I see a black person walking along, he/she is usually just sauntering. There's even a thread vaguely about this side of the claim: message_topic.aspx?topic=593105

Of course, there are black people people who hotfoot it everywhere and loathe loud noises as much as I do: and there plenty of slow, loud white people. And there are also tons of black people/white people in whom the thesis ITT is basically ignored: folks who are no louder or hastier than average, regardless of race. But on the whole, this is a trend I have noticed about the world (or at least America.) Of course, I don't have any data to back up my conclusions, but they are consistent with my own observation. I'm sure that sounds ridiculous and illogical, but in the absence of scientific studies, it is the best I can offer.

I'm in Africa right now, son, and black people do not mind speed and routinely drive at rates designed to kill with no helmet on "roads" that qualify only in the loosest sense. I saw my first dead body here and my first fresh human brains, because black people sure as shit don't mind speed.
