Ok so I'm gonna go with a common one here, and say Abraham Lincoln. Not because he freed the slaves, because he didn't. Not really. He allowed slave ownership to continue in states that were not in rebellion (Delaware being one of them).

He had to fight a war, constantly squabbling generals, constantly squabbling cabinet members and senators who hated his guts (sounds like politics though, right?), and still managed to somehow hold this country together.

He had what seemed to be a pretty morose home life, with a son you died very young and a wife who was quite possibly insane.

^I'd say the Japanese internment along with his... methods knock him off being #1., even given the monumental stuff you mentioned.

but depending on ones view on government, and his obvious impact in that direction, I could definitely see how that is reasonable.

Carpet bombing of Tokyo and fire bombing of Dresden each potentially killed as many or more people than the nuclear bombs

The nukes were horrific but they weren’t even the most horrific atrocities the us government committed in that war.
