How can I find out the person that called the police on me I got a ticket sent to my house saying I was littering on the road because I was haulin my trash and i guess some fell out but no one came to pick it up so how is it my fault

I need to know who is sniching on me, how can you find it out? It should be legal to. There is no law against doing that if someone CALLS YOU IN BECAUSE OF TRASH WHICH IS NOT ILLEGSL TO HAVE AND IF THEY DONT PICK IT UP WHAT AM I SUPPOSED TO DO? KEEP IT IN THE YARD?
