^^Depends on the setting, your relationship with the person, whether you find them attractive or not, and their natural vocal characteristics. Yes, it can be very annoying, especially in formal settings, or if you already dislike the person for unrelated reasons. On the flip side, it can enhance the attractiveness of someone you already find attractive, when used sparingly and in the right settings.

I don't notice it much unless it's an overdone thing.It's really no more annoying than any other obvious affect. The "gay lisp" is probably the thing that bothers me most. Vocal fry from young women can be annoying and is clearly an affectation, but it's not generally over the top noticeable/distracting like some other vocal affects can be.
