Nearly every single PDF document on a particular state agency's website is a linked PDF, where one must go to the index page and click on each entry in order to load a separate PDF of that section alone, then return to the TOC and repeat for additional sections. Is there any way to have the entire damn thing saved as one local PDF (e.g. a tool that could open each link and save everything to a single PDF instead of manually doing this a thousand times)?

if the links are all to .pdfs then you can use a downloadthemall type software and then combine them all yourself

Does that work if the links are embedded into the PDF document? There is a PDF for the index page, which has all of the documents listed as a drawing index; you click the drawing name, which is an embedded link to that particular drawing pdf.

Yeesh. The fact that the links are in a PDF makes this a little tougher IMO...but I'm not even sure I qualify as a novice on stuff like this
