It was from earlier this month in response to the accusations the US was involved with a coup attempt in Venezuela. John Kerry would be the person to look at with that in mind as Secretary of State.

Blatant lying is the bedrock of diplomacy. I'm not even spewing some drivel like, "All politicians are liars." Lying is actually built into diplomacy. It's practically it's raison d'etre. If everyone just told the truth we wouldn't need diplomats, the president's secretary could just tweet our intentions and capabilities and Vladmir Putin could post his on geocities or friendster whatever they use in Russia.
