This may be an insane question, but I've never really dealt with CMYK printing. Is there any possible way to tell either program that the print medium will be a particular color and have it behave appropriately?

Example: Setting it up with a particular shade of blue/red/(not white) paper. Will the program then know that there's no way in hell white is going to show up anywhere in the design? And by that same token, if the paper is blue, blue would be the defacto "new white". Does that even make sense?

Just asking this is making me think not...tell me differently, please

In a nutshell, yes. In File->Document Setup you can enable the option "Simulate Colored Paper" and set the color to the Pantone swatch color from your paper.

It will not however do subtractive color mixing automatically. Set all your fills from normal to multiply and you'll have what you're looking for.
