Is there a program/application on Windows 7 that can monitor/show power consumption relative to use (I guess power vs. time graph is what I really want)

I had to swap from a 650W to 450W power supply as a quick fix on my work computer and am concerned whether or not it's an issue. so far it's cut off on me 2x in the past hour but I cannot confirm that its related to power consumption
