It's probably a very classic web application. I'm trying to finish it ASAP. I'm following a book right now and get the source code already. Trying to understand it now.
I have a hard time installing WAMP. I think the builder is an Arabian as there are lots of Arabian words on his webpage. I spent last night trying to make it work but the quick icon is still orange yet.

Is it a completely custom web app, or a modification of an existing platform? Also, is there any way to migrate it from Windows Server to Linux?

There are already many existing platforms out there for you to choose and do some modifications. I just find them yesterday.

You can also start from scratch, as there are also source codes written in PHP if you google.

Some can only be used in Linux, others in Windows. For merging, I think it dues to the compatibility of PHP source codes. I'm not familiar with that.
