Emotion gets in the way of good decisions, good decisions are made without emotion.

A passion for what you're doing can certainly help in making good decisions, yes. But getting emotional (or for that matter displaying emotions) does not mean you're passionate or that you're making good decisions. I would rather an emotionless but logical and fair decision maker rather than a passionate but ruled by emotion decision maker. But all else being equal, I'd rather someone passionate about the subject making decisions than someone who didn't care one way or the other.
