I don't think she is being racist at all. Racism is the belief that one race is superior to another and I don't think her rambling essay has anything like that. I just think most of that is garbage and a ridiculous red herring when she's being charged with not paying her taxes.Of course it's "racially charged" though because it's about race. It would be "racially charged" whether she's right or wrong.

?It's interesting stuff, and I appreciate the fact that people reflect on modern issues through the lenses of history and oppression. But it does lend itself to rhetoric that is almost universally regarded as "racially charged."The fact that it is or isn't rational has nothing to do with whether or not it is racially charged. But, yes, it is also rational in that she's clearly applied plenty of reason/logic to her argument, and she obviously understands the matters that she's discussing. Of course, just because it's rational doesn't mean it's right. I would argue that she's wrong, but I don't think she's trying to be "right" anyway.
