I don't think this is the worst idea ever, but if that is going to be the layout, then this place will be out of business in about a month. Obviously this is some low budget shit, but if they have the financing, I think a water park could actually do well in Raleigh with all the young families and hot as fuck summers.

While I agree that there doesn't seem to be much of a chance of this materializing, I don't see why it's a bad idea. For one, it's a shitty vacant lot currently. Even ignoring that, this wouldn't be that much different than a public space like a square or park or a beer garden, but with sand instead of grass or pavement. There's plenty of precedent for similar concepts in other cities around the world. I don't see how they could make money from it though unless they are able to get a liquor license.
