Makes me think of the whole condoms and needles things. Why do prostitutes have unprotected sex and drug users reuse needles? Because they were made illegal, to minimize risky behavior, duh.

There have been many, many pieces of legislation in the developed world that used condoms as a proxy for prostitution. In other words, making it illegal to carry condoms. I haven't ever heard of a law that made condoms illegal, but plenty that made it illegal to carry condoms. These are typically local-level laws for the US (although national in some countries), and they're typically sold as laws to help police. Need to crack down on drugs? Help police prosecute people who carry needles. The same song and dance happens with prostitution and condoms.
