"central air" is not a heating method. it's just a way of getting the warm air into your home.i'm assuming you have a heat pump. there is no resistance heater (space heater) that will be more efficient than your heat pump. the laws of thermodynamics dictate this.with that said, if you set your heat pump just warm enough to keep your pipes from freezing and had a small resistance heater with a fan blowing on you and just moved it from room to room with you, it's possible that you'd save money. how low you get your electric bill is really only limited by how cold you're willing to be and/or how many layers of clothes you're willing to wear in your home.[Edited on March 4, 2013 at 9:57 PM. get a heat pump with a really high coefficient of performance (COP). I used to use a heating pad, too. Since it's right on you that comfort/wattage ratio is pretty high.[Edited on March 4, 2013 at 10:01 PM. Reason : ]

all resistance heaters are 100% efficient. every watt that is used by the heater is converted to heat. we all know that efficiency >100% is impossible, so we use coefficient of performance to compare heat pump performance to thermal efficiency.note that heat pump manufacturers usually don't use COP for marketing, but use SEER instead. higher the SEER, higher the COP.[Edited on March 4, 2013 at 10:03 PM.
