Will it be a detention center? probably not much more than short term confinements related to processing and onward movement. Given the location, much of the movement will be to/from the airport and to/from area jails where many offenders being held on ICE detainers are housed

"Short-term detention" is the problem. Briskly ferrying people across the country to other hidden prisons before they have any chance of proving their citizenship or contacting their family is the problem. Calling an office building a processing center in order to avoid having to provide for basic human housing facilities is the problem. Using an unmarked commercial building and hidden entrances to avoid public scrutiny and government transparency is the problem.
