i need to cut an mp3 in half/shorten some other mp3s to fit on cd's (podcasts that are over an hour and 20 min)what hackasaw program would you recommend?

If you have a lot of them to do you can use imtoo converters. Pretty sure even the free trial includes the length parameter. Drag all your files into the queue, select ~70-80 minutes (depending on your hardware) and hit go. Come back when it's all over.

what's the best way to remaster an mp3? I have some live recordings that I want to clean up -- take out some background noise and adjust volume in some spots that are a little quiet

Adobe Audition (formerly Syntrillium Cool Edit Pro) has always been a good program for meeasy to find on torrent sites
