The OP and thread title are incongruous.Neither GATT (really the WTO at this point) nor NAFTA have much if anything to do with tax breaks.

I think NAFTA may be a moot point now since China seems to have sucked up all those jobs instead. If I remember, NAFTA was supposed to turn Mexico into America's little manufacturing sweatshop and prop up their economic development, but the Chinese appear to have outmaneuvered them.
