My parents live in Greenville, SC and there are four dogs behind them. There used to be 2 dogs, but the neighbor right behind them has put a fence up recently and putting their dogs outside. Well, the neighbors aren't home and the dogs just stay outside all day, creating behavioral problems, as they receive no attention. As such, they bark whenever the hell they want. At night, during the day, it doesn't matter. And once one dog starts barking, the other 3 join in.

My parents have tried animal control. They won't do shit, as you need at least 2 people within a certain distance of the house to file a complaint. Our neighbors to our right are too far away. The neighbors to our left are too big of a pussy to do anything.

My parents have tried taking it up with the neighbors. One time the dog started barking while the neighbor was home. My mother started yelling at her. She did nothing. She tried calling her, she didn't answer the phone (had it been me, I would have been pounding on her door, and while I'm home, if I hear those fuckers while I'm trying to sleep, I will be pounding on their door). Quite simply, they don't give a shit and they know that animal control won't do shit about it.

Now, my question to you guys, what can my parents do BESIDES killing the animals?

It's worth noting that Animal Control won't take voice recordings or tape recordings of the incident, or anyone outside of their specified range.

My parents are thinking about a lawyer. Anyone know of their legal options?

I don't think your parents have much recourse.

I mean, maybe an HOA (^) or a nuisance law would cover this.

My parents are in the exact same situation. Their neighbors have six dogs crowded into their yard and they used to bark all hours of the night. My parents tried complaining directly to the neighbors but they're total assholes and couldn't care less.

Several neighbors complained and all animal control would do was drop a letter in their mailbox saying their dogs were a nuisance.

Next they would call the cops once it was after noise ordinance kicked in. The cops came out a couple of times but after that they stopped coming out and "wasting their time."

At their wit's end, they finally bought one of these: http://tinyurl.com/2byl247 installed it on a tree near the neighbors' fence, and that took care of the barking.

Now the difference in all of this is aside from the dogs being annoying pieces of shit they were being taken care of. If your parents suspect neglect, rather than calling animal control because of barking, they could call animal control and say, "There are four dogs in our neighbor's yard that we suspect are starving to death and look diseased." That will get animal control out there.

wolfpackgrrr, thank you. I will definitely be sending my parents a link to that bark deterrent device. Unfortunately for my parents, the dogs do not appear to be neglected. They are just left outside all day.

Antifreeze poisoning is an absolutely terrible and drawn out way to die. While there are certainly situations where I wouldn't look down on you for killing an animal (even a pet), I'd ask that anyone considering this read about how it actually works along with some first hand stories from people whose animals have been poisoned in this manner before actually doing it. If you still do it after that you're a pretty fucked up person.

if you have to put up with neighbor's dogs who are (1) aggressive or (2) bark or (3) something else

then FUCK them right up the ass, the dog or the neighbors need to be punished.

I love dogs, but I know when to keep my dog in the house and trained not to annoy others.

c. police or animal control

I don't advocate killing pets. I do, however, advocate property owners being entitled to peace and quiet. It is not that hard to train and keep a dog indoors
