You have to renew your registration/license plate. You have to have the car inspected before you can do that. That should answer your question.

In other words, look at the month on your license plate.

also keep in mind while you have a 15 day grace period after your registration expires (I guess b/c they mail it to you) you DO NOT have a grace period for your inspection. And that's a $155 ticket.

not sure about renewing, but for the initial registration, the inspection has to be done first only if the car is emissions tested (OBD2)

if you buy a car, they say something about getting it inspected within 10 days, or something like that, if it's not current with an NC inspection

Lol...Here's how mine went:
Me: I just bought it and haven't had a chance to inspect it yet.
Cop: According to the registration you bought it three months ago.
(This is where the lies begin)
Me: Uh, yeah; but it didn't run and I had to tow it. I had to get a key from the dealer, swap out all the fluids, and put brakes on it to make it driveable. Now that it's done I'm going to go get it inspected this week.
Cop: Ok, just take care of it.

Saw him the next week, but fortunately I was driving a different car. I never did get that thing inspected; I just sold it a year later after driving it a couple of months on expired plates.

There's no grace period on inspections, but if you get a ticket and then get the car inspected the fine is waived.
