that whole site appears to be in Flash.

so as far as where the maps come from, no f'ing idea. The actual maps don't appear to be from any of the major maps APIs - Google, Yahoo, Live. Although, I think Yahoo and Google both offer Flash APIs, but I'm not sure if the maps look the same as their regular APIs.

There is an open source mapping tool that attempts to basically re-implement Google Maps, in an OSS kind of way. They might be using that. I forgot what it's called though.

Google Maps itself has an API that's pretty easy (and free) to use as well.

^^the open source tool you are referring to is called OpenLayers.
