You try craigslist yet? I am sure there are a few engineers looking for some side work during tough times. You could probably negotiate a decent price on it too (though "decent" is still a few hundred bucks).

My boyfriend is a PE and does Hydro related work...

PM me the scope of the project and I will relay it to him and see if he wishes to help you out. If he doesn't, I know several PEs in Hydro related work and maybe could find you one to help you out.
