someone asked Jake/Joe about this a few months back and basically Jake said that we would all have to vote off a smiley we have already to be able to have a new one.....that the smiley database is full or something like that

^^^ If that helps, you don't have to add it to the smiley bar on top of the posting box. As I'm typing this post right now, I can see how there's no room on the top where the smileys are. But perhaps you can just add the code for the smiley (such as :scratch: ) without adding a new button for it.
