Never heard that rule before and I've been fluent in German for years. And it never fails to piss me off when they put the emphasis on the second vowel in Arabic names. Unless it's indicated by spelling that it's a long vowel, you put the emphasis on the third vowel, not the second.

IE: Ahmadinejad is pronounced Ahma-DIN-ejad. Not Ah-MA-dinejad...
