I would say buy her some bed linens, but girls these days are too picky, and she won't like whatever you pick for her since you are a guy. So, I like the gift card idea. One of my favorite high school graduation gifts was a 3 piece liz claiborne make-up bag set my friend Amy got me.

I got a lot of target giftcards when I graduated and usually I like to get actual presents that require thought but once you start buying all of the little things for your room it gets really expensive and the giftcards will help. Or you could buy her lots of little things that she would probably forget like hangers, and microwavable bowls and things like that.

I got a camera for graduation, so a lot of my family bought me gift certificates to Wolf Camera so I could get prints of all my photos. If she already has a camera (and will be using it a lot when she goes off to school) I highly recommend this.

I got a luggage set that was cheap, but durable

target gift card works well

when i graduated from highschool my mom just had everyone give me target gift cards, and then i was able to decorate my dorm room and all that stuff.

cash is also fine if you want to give her the ability to shope elsewhere (or an amex gift card)
