I had this problem with a dell and i don't know what actually fixed it, but swapping the guts with another computer, then swapping them back solved the problem.

no swapped the gpu and harddrive to another computer, to see if those were the problem, the other computer also refused to boot. Then I put them back in the original computer, and the original computer booted as normal, like nothing was ever wrong.

think there might have been a short on the board somewhere?

I mean I guess I can take everything apart and put it back together

Try removing all non-essential components (sound card, NIC, optical drive, extra stick of ram, extra hard drives, etc....), then clearing the CMOS and trying to see if it boots then. Then try putting everything back, one component at a time, to see what's causing the problem.

Also, since it's hanging on a hard drive, it's also possible the jumper on the back of the hard drive isn't set right, check to make sure it's in the proper position for Master or Slave.
