Whether or not they had a choice isn't the point. The government or other entities either (1) didn't properly inform them of the risks or (2) relied on their lack of education to assess the situation.

The problem is they weren't properly informed of the risks. That's blatantly clear in the article. And if someone is conducting a study, they have an obligation to make sure that the people involved understand those risks and it's flat-out unethical to do otherwise.

Before you do any study, esp medical you have to sign paperwork. If you neglect to read what you are putting your name to that is YOUR fault. The same with buying houses. You are signing that YOU accept the terms and consider yourself informed."properly informed" has been used SO much lately as just another excuse for people making bad decisions.
