This would never happen. Think of the global security issues. This thing would be the first think to be attacked in a major war, even if the host country wasn't directly involved. Besides, what idiot conutries are going to agree to allow the nerve center of global commerce to be located in a single location outside of their direct influence. The only reason the internet exists is because the hardware infastructure in distributed globally.btw, the LotR jokes are awesome.
