are they the same thing?

on the xbox website it says that the elite will 'upscale' right out of the box

http://www.xbox.com/en-US/hardware/x/xbox360elitesystem/default.htm

does this mean that it will 'upscale' a dvd to a fullscreen picture, or does it 'upconvert' to your display seeting?

context clues lead me to beleive it is the latter.
