Is there a program that will take an picture file and spit out an ISO file that you can burn so that the bottom of the disc has a picture on it?

he wants a program that will take an image (like a .jpg), and convert it into junk data, and when the junk data is burned onto a disk, the burn pattern on it makes into that image...which perhaps is the dumbest thing I've ever heard of in my life.
