getting around 700kbps down and 250kbps up (on a good day)

obviously there's something wrong

signal levels all look fine, time warner tech can't figure out what's wrong (obviously)

replaced modem, tried taking the router out of the equation... nothing

any suggestions? shit is WAY too slow
