It's a figure of speech, but not a metaphor.A metaphor is comparing one thing to another thing in a literal sense. If you were a non-native speaker, you might be confused to think that someone was saying they were turning in to a tear drop. But in context, it actually means entering a state of crying, or "to tears" as we say. However, if you were saying someone was boring you to a "puddle of tears" that would be a metaphor.So, no, not a metaphor.
