When did you get it? The first day or so just about everyone will have it swell and get tender. It should recede before the test-check date.

They test it by seeing what the diameter of the "hardened" area is produced by the test. You can check this yourself if you're bored using a pen and some calipers. I think you get 12mm or something.

Of course, you could have just had the test botched by getting injected too deep - this would cause crazy results and you'll have to get retested. Best of Luck!
