im usually not as worried about bacteria as the physical stuff food picks up when it falls on the ground (especially desserts )

Time should not even be a factor when determining whether to eat something that fell on the floor. You're either going to pick something up and eat it immediately, or you're going to throw it out or brush it up under something. If its dry, nonporous, not sticky, and has a low surface area theres a pretty good chance its safe no matter how long its been there. If it displays the opposite of any of those properties, observe soil level and use your own judgment. Rinse off if possible.
