What happens if you sign a lease, but something comes up 30 days before the lease agreement begins and it must be cancelled? Are there any laws regarding this? Since the lease hasn't started is it ok?

I don't know, but for future reference, you shouldn't sign a lease in advance. Generally you just place a deposit on the apartment and sign the lease the day it takes effect.

You should be good.... they have enough time to find another tenant. They can't force you to live somewhere you don't want to, especially since the lease hasn't even begun.

Most property managers will let you out of the lease.

I agree, most landlords will let you get away with that, assuming you have a deposit down they can keep.
