well ya he started fading thats natural when youre bracing to be ran over so he could completly fall if there was any contact to get the charge. but once it was time to pull his foot back to keep the balance from fading his foot was already stepped on so he had no choice but to finish falling.[Edited on March 16, 2007 at 2:07 PM. I once ref'd a rec league, the director of the league gave to this day the best advice regarding charges:Watch the defensive player's knees. If he buckles his knees in an effort to look like he's been charged, blow the whistle... call a block. ONLY call a charge if the offensive player either deliberately extends a body part or is out of control and initiates contact. If the offensive player initiates contact but was not going fast enough to knock over the defender (i.e., a fairly small player colliding with someone of an equal or larger frame), and the defender falls anyway, it's a no call - let 'em play. More refs could use this advice.

I'm not defending a flop. I agree with you on flopping and its terribleness but when your foot is stepped on in that situation its best to just let your body fall with it to prevent seperating a knee or some other injury.
