My friend gave her car to someone to drive last summer on the pretense he would make payments on it and maintain insurance/inspection etc and pay her for it in installments. She kept title to it and was going to transfer it to him once he could get financing or the car was paid off. (unwise I know, she has learned this the hard way)At some point last fall the insurance ran out and he never renewed it, he also let the tag expire and the inspection. Recently we picked up the car from him since he had stoped making payments to her. She has fines for the insurance lapse and I beleive inspection lapse that must be paid before the plate can be renewed. I knew someone who did this years ago and after getting a letter/repair receipts from a shop saying the vehicle was broken down and was not driveable during the lapse period, the DMV subsequently waived the inspection fine. Will they still do this and will they also do it for an insurance lapse? The vehicle was actually not running when we picked it up and was towed back and repaired at a shop. If anyone has ever gotten those fines waived please advise. (pm me if you dont feel like posting) She needs to get the car straight so she can drive it and is on a tight budget. Thanks

yes, i've had them waived like that. just take the repair bills in to prove for the inspection that the vehicle wasn't running, therefore unable to pass.take the plate into the dmv, explain to them the car wasn't being used so the insurance was taken off. turn the plate in. at that point, once you have proof of new insurance, you should be able to re register/tag it and have it inspected with no issues.

oh, and if you get someone that wants to be a pita about either issue, just say "okay" and come back another day. sometimes it takes a few tries to not get someone that thinks they don't run the whole dmv, and have to prove it to you.[Edited on February 6, 2007 at 1:03 AM. Reason : .]
