So the grad school that I am applying to only accepts applications in the spring and summer I session. I know that they receive less applications in the Summer session than in the spring. Do you think I have better chances for being admitted to the program if I apply to it now? or wait? I am thinking that I want to wait......but I can't tell if that's a "strategy" or an excuse for laziness.

Will waiting let you have time to finish up more projects so as to have more to put on your application, or to put in more work and time on the application... if so, then wait.If it'll be the same now as later, do it now and get it out of the way. Will you be starting in the fall semester either way? If so, then apply ASAP. Departments have a limited number of open slots, and they don't tend to hold any open for late applicants. Is this a masters or PhD program? And what field?

you could always apply to schools here in sweden, i think that most programs are probably still accepting apps for the fall. cant beat free
