I am looking for a photoshop program to download for free. I recently learned how to photoshop and relaized its a much easier way to resize super-huge pictures. Any suggestions?

If you're just looking to reisze pictures, you could have a look at ImageMagick's command line tools - that way you can batch process your pictures.If you are looking for a full-fledged photoshop-like tools, use GIMP.
