So a buddy of mine hit someone, and the damage was under $1800 so his insurance didn't go up.
I think he hadn't ever been in an accident so it didn't count against him.

I can't remember what company hes with, but is this single < $1800 get-out-of-jail threshold mandated by state law, or is it just offered by a certain company(s)

call your insurance company and ask

they'd know for sure

What if i told you that it was almost undoubtedly not mandated by state law

It's state law if the driver meets certain requirements:
