I'd consider the content of the National Intelligence Estimate pretty important. It's an artistic expression sent from the American Government to us. An interpretation of incomplete data assures that much at minimum.How else could a compilation "of the best thinking of U.S. intelligence agencies, meant to provide the broadest guidance to government policymakers" be such a matter of dispute for us oh-so-educated/enlightened/informed college students & graduates?The interpretations here all begin with the recognition that your underlying assumptions about the progress made within the intelligence community since 2002 are going to be questioned. In other words, this portrayal of the NIE makes it look more like a piece of artwork.It's been crafted in raw form by the intelligence services, edited by the declassification efforts within the government, and edited again by the businesses and other entities that sell you news about it. My mental diagram of the process could be applied to selling a Picasso at an auction in Vienna.
