My sister's car been blowing cool air, not as cold as it used to be. Is it time to recharge the freon?

Going along with this Q - I've got a 95 Saturn SL2... and the A/C is doing a shitty job. I heard that if it's a later model car that you could purchase the Freon yourself and re-charge. I'm hesitant to do that just because of the hazards of freezing your freakin hands off (friend told me the story of freezing his thick leather gloves while doing this). I don't have a lot of cash - but this heat is killing me. What are my options?

ask zxappeal if he can charge it for you. He's doing my cars. Maybe you can come to my house, so he can do all the cars at the same time.
