It is a separate game, but will be released with HL2 on 360 and PS3. It happens during the events on Ep 2 and will come into play during Ep 3.

I will definitely get this for 360. So far I believe the Valve package for console includes:
HL2
HL2:Ep 1 & 2
Portal
Team Fortress 2
