It's incredibly costly to have surgery performed on the horse to begin with... and afterwards, you have to keep the horse quiet and still in order for the bones to heal - which means that the horse would probably be in a supportive sling around it's belly for a month or more to keep weight off of it. Most stables don't have the facilities, and having the horse boarded at the clinic is incredibly expensive. Most people just don't have the funds to deal with that kind of expense. And even afterwards, the horse could very well re-injure the leg and have to deal with the same ordeal, or could very well be deemed un-ridable, or unworkable due to the stress put on the leg. A lot of people opt to put the horse down, unfortunately, because it's a hard situation to go through.

plus they can just drain his balls for sperm and make glue out of him anyway so why bother keeping it alive

From what I understand for the throughbreads the male actually has to mount the female (and has to be recorded {or maybe just witnessed} according to the rules) so they can't just drain his balls.

yes, in order for the jockey club to recognize the foal as being eligible to race it has to be concieved live. and there are witnesses.frozen semen not allowed.oh and they arent put under, they are put downto put under is to be anesthetized for surgery

another article i saw claimed that horses are susceptible to a lot of circulation problems that can lead to disease or further injury if they aren't able to evenly distribute their weight on all four legs, so that may have something to do with it as well.
