what does a prof have to do to assign a grade of incomplete?

do they have to have it approved or is this handled directly through the professor/student in question?

no. they can do it, they just submit IN instead of a grade.

they can fuck you over more than an F sometimes supposedly. You can't do a retake for it or something while it's the IN, and then it's just going to turn into an F after a certain amount of time anyway.

You have until the end of the next semester's exam period to finish up the work required for the course. If that doesn't happen the grade automatically changes to an F.
