No, this is just a warm-up. They don't want to alienate him this early on, all they are doing atm is distancing and differentiating themselves from him to pick up some votes in the midterm elections.

Actually, the administration is lucky the Dubai controversy got settled as it did, after Sen. King tacked on that ammendment to the spending bill.
