Bolton, a longtime critic of the U.N., has been leading U.S. efforts to reform the United Nations after the oil-for-food scandal and sex scandals involving U.N. peacekeepers.

The oil-for-food program, established in 1996 with Iraq's economy crippled by sanctions, allowed Saddam Hussein to sell oil in exchange for humanitarian goods meant for his people.

An inquiry by former Federal Reserve Chairman Paul Volcker found that Saddam sold oil to foreign countries in hopes of getting their support for lifting U.N. sanctions, and enriched himself by $1.8 billion through a kickback scheme. Companies and politicians essentially paid him for the right to do business, circumventing the U.N. program.

U.N. Secretary-General Kofi Annan on Thursday is expected to unveil his major overhaul for management reform for the United Nations.

Bolton on Saturday also described the U.N. as inept for not being able to stop Iran's nuclear development and "devaluing the IAEA," the International Atomic Energy Agency.

"Through all of this, the U.S. has been encouraged by Europe to pursue action through the U.N.," Bolton said, adding that patience of the administration was wearing thin.

Bolton was given a recess appointment by President Bush as ambassador to the United Nations on Aug. 1 after failing to win confirmation in the U.S. Senate. Because of the recess appointment, Bolton's term expires when the current Congress concludes on Jan. 3, 2007.

Bolton — who has a reputation for brilliance, obstinacy and speaking his mind — said in 1994 that it wouldn't make a "bit of difference" if the United Nations lost the top 10 stories from its 39-story headquarters."

the reference was to "sex scandals involving U.N. peacekeepers.". Not to sex in the UN itself you clowns.

It is actually a very big problem in some of the countries which the UN polices. In Haiti for example, the peacekeepers will pay several years wages ( just a few hundered dollars) to have sex with a young girl.
Needless (I hope) to say this is not a good influence on Haiti which is so poor to begin with. That the UN peacekeepers who are allegedly there to help would leave such lasting wounds to the people of Haiti is criminal. The UN can proclaim whatever lofty ideals they want but actions speak louder than words and the actions of many peace keepers proclaim that they view Haitians as little more than human garbage.

A 2001 report, released by the U.N. High Commissioner for Refugees (UNHCR) and Save the Children, found that sexual violence against refugees in West Africa was endemic (though some of its findings were denied by a subsequent U.N. team). A year later a coalition of religious organizations sent a letter to Secretary of

State Colin Powell urging the United States to send more human rights monitors into Congo. The U.N. then introduced a "code of conduct" to help prevent future abuses, including prohibitions against sexual activity between staff and children and the exchange of money or food for sex.

It now appears, however, that little has changed on the ground. The U.N. Mission in Congo (MONUC) employs about 10,800 peacekeepers from 50 countries, in addition to many civilian staff. Yet there is no independent oversight of U.N. operations in its refugee camps. For that matter, none of the international agencies in the country has U.N. authority to protect the civil rights of internal refugees. Almost a year after the MONUC office in Kindu sent a memo in August 2003 to its headquarters in Kinshasa, detailing suspicions of sexual exploitation, the London Independent discovered action still hadn't been taken.

Something I've always wondered and perhaps mentioned before...

Power, Men, Sex, Dominance, Reproduction, Evolution

(I was going to try to put my thoughts into words, but I can't think of a way to do it properly...so I just listed a bunch of topics that I think about at the same time.)

A question that maybe might explain the type of things I'm concerned with:

Why do "good" men go to war and rape civilians?

That is just one question I have, and it's not even a good one.

This really is a very legitimate concern with the UN. While working in Bosnia over the years, UN staff have been caught up in some very serious sex scandals. One of the worst being one of the heads of the mission was caught with a live in sex slave that he had purchased off a local pimp.
