it's on, connected to my computer. When I tried to add it again, i got an error reading: Operation could not be completed. The print spooler service is not running.

Start > Control Panel > Administrative Tools > Services. Find Print Spooler in the list. Double Click. Click "Start". Also select "Automatic" form the drop down menu so it will start automatically from now on.

If you ever get something in the print queue that refuses to be cancelled or deleted, this is a way to clear it out.
