Ie, can they charge us for the service, but should the actual bill be in their name? Ie we pay them they pay the water company.

you are responsible for paying your own water unless stated otherwise in the contract.

Not sure of legality, but that was the setup when I lived at University House. However, we never saw a water bill and when we moved out had 6 months of unpaid water bills. Not sure what happened to the other 6.

it depends - is it a house or a condo?

condo's / townhouses have homeowner's groups that may already charge a set fee for water...

I lived at the marquis and did not pay water for a year. After that, we would get bills every three months. My bills were never consistent.

^ I've lived two different places and mine have never been consistent either. It would be as much as double the amount from one bill to the next with no real change in our water habits. I actually asked the customer service people one time and they admitted that they didn't check the meter every billing period. They would "estimate" based on your usage history and then correct for the actual usage next time they came by and read the meter.
