For web "design", I agree. For web development, you are an idiot. There is a huge difference. And I garauntee this kid needs/wants a developer and designer.BTW, I worked for the University too developing websites, intranet applications and tools.

Noen is correct. 45$ hour is actually dirt cheap for web development.However, knowledge of ASP.NET or JSP is really unnecessary for designing a web site. There are a ton of nice freeware portal frameworks. You might not even need to do more than modify some CSS and fiddle with a little HTML to make a slick, easily maintainable, web site.

You need to post what type of work you need done. Simple webdesign and graphics or flash, rich forms etc. Noen is lowballing the high end area of webdesign.
