I think what the news people are trying to say, in thier own words, is that someone hacked a web address (eg. http://www.centennial.ncsu.edu/textile.html/index) and used it to display child porn that was hosted elsewhere. That is why the agents did not find any porn on the computer. The word 'created' in that sentence is the wrong word... I think that 'created a portal' or something like that would have been a better phase for that sentence.
